Texas used to define the content of school textbooks for the entire country.
And the people who decided what went into those textbooks were not educators or even required to have any kind of degree. They are political appointees.

Even worse, is that textbooks are not replaced with updated content every year. So, incorrect information lingers in the textbooks for years without correction. And then those textbooks are passed down to poorer school districts for even more years of use.
