It’s possibly a pipewire issue, which seems to get in a bad state sometimes (particularly after resuming from suspend/hibernation) and results in symptoms like this.

You can try:

systemctl --user restart pipewire wireplumber pipewire-pulse

Assumes you’re using systemd, and that pipewire is configured using a normal user. The names of the services could differ, and restarting all of those may not be necessary.

The way I handle it is with a Garmin watch using GadgetBridge, with the HRM in turn synced to the watch. No cloud connection is needed (and indeed, I’ve revoked consent to any data upload).

Of course, this costs additional money since you need a supported GadgetBridge watch. There does look to be initial Polar H10 support if you’re willing to switch to a different HRM, which would be cheaper than getting a watch, although that may be worth it for the additional data etc.
