Description
Currently, the iD editor disallows free-hanging notes (note=*) from being submitted to OSM, with a red error saying the point is of an unknown type, which is disallowed. However, the same doesn't apply to free-hanging fixmes (fixme=*) from being submitted to OSM.
Could we relax this rule? It seems there is value in submitting free-hanging notes to OSM. It would convey some sort of "you should know this" information to other mappers, but not the kind of "there is a problem here" note as often seen in the online OSM map. There is also the advantage that the free-hanging note node would be visible to those who mainly rely on dedicated programs (e.g. JOSM) for data editing.
