This application is not supposed to need the dev files. I'd rather fix the issue that causes this to not work.

This PR adds a note about the text search feature requiring
libicudevelopment libraries, for OSes that have separated dev packages. This includes a link to the relevant issue.Got surprised by this while attempting to package
