I submit that Briar is an excellent fit in terms of sending data and notifications from the device to a user or group of users and it should supported as a first-choice notification solution.

As an aside, I find there are too many open questions about Signal and especially its project leader so I wouldn't touch it with a bargepole for anything requiring any real security. I am rather surprised to see a Guardian Project project endorsing such an application.
