The CI tests passed so I am going to merge this. I test it with LAPACK enabled, and @WilliamDowns was able to test it with all the variants enabled.

This merge brings PR #464 (Fixed CMake error to prevent KPP
standalone being built in carbon sim, by @yantosca) into
the GCHP "no-diff-to-benchmark" development stream.

This PR fixes a build issue that can occur when the CMake
commands are given separately instead of as a single command.
See issue geoschem/GCClassic #78 for details.
