docs: add Cursor Issue Triage example (#224)

Closes the Cursor × Issue Triage gap for good-first-issue #224.

• New examples/cursor/issue-triage.md (week-one report-only Automation prompt)
• Links from examples/cursor/README.md and pattern coverage table in examples/README.md
• Maps issue-triage-state.md + skills from starters/issue-triage/
• Points at examples/mcp/github-readonly.mcp.json for read-only discovery
• Explicit human gates: no auto-close, no auto-label, no assign without human

• Week one: propose labels and priority notes only — no auto-close / no assignment without human gate
• Map issue-triage-state.md + skills from starters/issue-triage/
• One copy-paste Automation prompt for report-only triage
