Description

All tabs are getting closed on a foldable phone when folding/unfolding it if Close tabs on exit is enabled.

Steps to reproduce

1. Launch Brave on a foldable phone
2. Hamburger menu > Settings
3. Brave Shields & privacy > Enable Close tabs on exit
4. Close the settings and open a few websites
5. Fold or unfold device > Observe that all tabs are getting closed

Actual result

All tabs are getting closed on a foldable phone when folding/unfolding it if Close tabs on exit is enabled.

Expected result

Tabs must not be closed on a foldable phone when folding/unfolding it if Close tabs on exit is enabled, but Brave is still open.
