You’re wrong. It depends on whether drm is enabled. If it is not, then the game files on the disc would work. It is the publisher’s choice whether to enable drm.

I’ve… Literally never heard anybody using the friend network as a reason to use steam. Most games with multiplayer have some way for you to connect with people outside of your steam friends.
