E.g., according to Uk food foundation prices for groceries in the UK have been rising (albeit more slowly recently), and many people in the UK experience food insecurity.

While I agree with you in theory that protestors should either block the road entirely or stay out of the street, it appears to me that the driver veered hard to the left in order to strike the pedestrian. This incident should certainly be investigated and any crimes charged.
