I meanwhile read [this MSN article](https://www.msn.com/en-us/news/world/spanish-police-filmed-dragging-gaza-flotilla-activists-as-israel-jabs-back-at-madrid/ar-AA23TNVJ).
First of all, I'm still unclear what "returning activists" actually means. Personally I think it's fair to assume that they returned from Israel, where they experienced torture. As the title of this post clearly states. However, the MSN article states it slightly less clearly:

They could also be supporters that weren't on the boats at all, returning from Turkey? I admit I'm confused.
In any case the thing that started the violence was the police not allowing photographers to take pictures.

I don’t know what led up to this engagement but just based on this video I see nothing wrong with the enforcement. As a guide to protesting, you hold your ground and not engage.
