Cant grant manage:system to group

I went through the documentation and I can not find a way or reason why I can not grant the manage:system permissions to a group.

The group has all other permissions granted. The group in question is synced with LDAP. Version running is 2.5.314.

Only the Administrators group can have that permission set (at least from the UI).
