[Resolved] Open XLA Community Meetings Scheduling Take 2

Update: We've converged on Third Tuesdays at 8am PT for regular monthly. As an additional APAC-friendly bimonthly, we will reach out to APAC contributors directly for their availability.

It turns out GitHub polling doesn't support multiple answers, so I will try again here to land on the best monthly day and time for our OpenXLA Community Meetings.

I have included 4pm and 5pm PT options to identify the best time to schedule APAC-friendly meetings, and whether we have enough critical mass of attendees across all timezones to host them. These would not replace our regular meetings, but be a bonus monthly or bimonthly meeting.

Please upvote all meeting options you would be be able to attend regularly.
