Modernizing California's Rainy Day Fund

Every California family knows the importance of saving for a rainy day. California should too.

In 2014, California voters approved Proposition 2, creating the state's constitutional Rainy Day Fund and establishing rules to save money during strong economic years. That reform helped California build stronger reserves and better prepare for economic downturns.

Proposition 2 (2026) modernizes and strengthens those proven rules for today's economy — allowing California to save more during good years and better protect schools, health care, public safety, and other essential services when times get tough.

Proposition 2 Will

Increase the constitutional Rainy Day Fund cap from 10% to 20%.
Require additional savings during exceptionally strong revenue years.
Protect guaranteed funding for California's public schools.
Help reduce the need for cuts to health care, public safety, and other essential services during recessions.
Expand the state's ability to pay down long-term obligations.
