Appears to be some kind of wind-chime feature, with benches, etc, for passers by to watch the world and river Thames go by.

Unfortunately planners failed to take into consideration the Baltic winds and chill here pretty much all year round so the chimes go unappreciated and the benches remain vacant.

By no means the only bit of dysfunctional town planning evident in these parts.
