Jan landed this in January; if there is fallout from the change in test-prereq, it has not resulted in any PRs being filed that I can see.
(In reply to Daniel Engberg from comment #4) Maybe but neither USES=meson nor any consumers seem to pass --no-rebuild. "make tests" isn't covered by exp-runs, and many ports with failing tests don't set TESTING_UNSAFE. I'm burned out, so not touching devel/meson anytime soon.
